Project Design Consultants (PDC) was selected to prepare a Comprehensive General Plan Update, Land Use Code Update including a Mixed-Use Form-Based Code, and Master Environmental Impact Report (EIR) for the City of National City. PDC managed the preparation of the General Plan document and Land Use Code and our subconsultants performed necessary technical studies, are currently preparing the EIR. PDC also conducted all public workshops and City Council Working Meetings using a combination of TurningPoint and PowerPoint Technology as well as “hands-on” design charettes.
The City’s existing General Plan was last updated in 1996. The most recent Housing Element was approved in November 2007. All seven mandatory elements are included in this General Plan Update as well as optional elements: Health and Environmental Justice and Education and Education and Public Participation. Energy, climate change, and sustainability are also addressed. National City and PDC organized a fellowship program with graduate students from Cal Poly, San Luis Obispo, and Cal Poly, Pomona, as well as students from local colleges and universities to assist with the initial background research for the General Plan Update process. PDC developed and managed the fellows under general guidance from the City.
The primary deliverables are an updated General Plan document; an updated Land Use Code with smart (form-based) land use code for mixed-uses based on SANDAG smart growth policies; a master EIR and related documents; an economic development strategy; a climate action plan; zoning for urban agriculture; an energy and sustainability strategy; planning for a 2-mile stretch of Paradise Creek greenbelt from the San Diego Bay to neighborhoods within the City; and conceptual land planning for several transit oriented districts and community and neighborhood parks.
