Greg Shields, PE / CEOAs Chief Executive Officer of PDC, Greg brings over 32 years of experience to your project. Greg is a registered Civil Engineer with a wealth of experience in land development and public works engineering on a wide variety of projects. His background encompasses site evaluation studies, engineering feasibility studies, cost estimates, engineering design, and construction management for major land development, highway, and infill projects, right-of-way acquisition studies, and mapping.

 

As Principal-in-Charge, Greg is responsible for ensuring Client goals are met and that projects are completed within schedule and on budget.

Debby Reece, PE, QSD

Vice President - Engineering

 

Debby Reece, PE, QSD, LEED AP / Vice President - EngineeringAs Vice President of Engineering, Debby manages the engineering staff at PDC. As a Project Manager she is responsible for development, processing and management of engineering documents. Examples of Engineering documents include contracts, schedules, entitlement documents, technical studies (i.e. Drainage, Floodplain, Water Quality, and SWPPP), construction plans, and cost estimates for budgeting and construction purposes. In addition to her role as Vice President of Engineering, Debby manages PDC’s Water Resources Department and is responsible for the drainage, flood control, and water quality design aspects of all company projects, both public and private.

 

As a Registered Civil Engineer with over 22 years of combined civil and water resources engineering experience, her projects include a broad variety of land development efforts. These include master planned communities, commercial and industrial subdivisions, public and quasi-public improvements, entertainment venues, and downtown redevelopments. Her expertise in project management of land development projects provides an integral link between the design team and Clients.

Christopher Morrow, AICP

Senior Vice President/Director of Planning

 

Christopher J. Morrow, AICP / Sr. Vice President - PlanningChris is a certified land planner and as Senior Vice President/Director of Planning he is responsible for the Land Planning, Policy and Entitlements, GIS, and Landscape Architecture Groups. His planning experience spans 32 years and includes master planned communities, general and specific plans, as-needed agency staff, urban plans and permits, and a wide variety of discretionary land use applications and permits. Throughout his career, Chris has predominantly been a private sector land use professional; earlier in his career he worked in the Planning Department at the Cities of San Diego and  Del Mar.

 

 

Chris stays current and informed on local and national planning trends and topics. He is an active participant within the Urban Land Institute’s San Diego/Tijuana District Council and  the San Diego Section of the American Planning Association. Chris is the past chairperson of the local ULI and APA organizations. Through the APA, he is a registered member of the American Institute of Certified Planners. Chris is active in the local LAI and C3 organizations.

Gary Hus, LS, CFedS

Vice President -  Survey

 

Gary Hus, LS, CFedS / Vice President - SurveyGary is a licensed Land Surveyor with over 32 years of experience in boundary surveys, geodetic control, subdivision mapping, right-of-way mapping, construction calculations, and coordinating field crew staking. As Vice President of PDC's Survey Department, Gary supervises the team that performs boundary, ALTA, and geodetic control surveys from field work to a final product for hundreds of survey and photogrammetry projects. GPS and conventional equipment are utilized in these work efforts. Gary has successfully applied technical and analytical skills to projects involving road rights-of-way, pipelines, water mains,  related facilities, subdivisions, military installations, office complexes, Records of Survey, and complex  master-planned communities.
